If you're still having this issue I think it's because EA tries to delete the DLC Unlocker so you'd probably have to reinstall it, or you have an anti-virus which deleted a script. What I did personally was deleting EA and switching to just the cracked version, you can do this or like switch to Steam or Origin.
Once you've moved the folders, clear the EA App's cache and repair the game: open your game library, click the Sims 4 icon, and select Manage > Repair. Then load the game and see whether the affected packs load. If this doesn't help, you can rename the CAS Demo folder; any new name or additional characters should suffice.
After claiming the Bundle, I could not see the new DLC in my EA App until I launched The Sims 4 through Epic Games. After that, the DLC showed up as owned in EA App, I could download it, and launch the game through EA App, even with Epic Games closed. Bought the DLC at the store, and successfully redeemed the key, but the app won't recognize that I own it therefore I can't download it. My Sims 4 in-game menu states I own it but need to download it. I have restarted the app, cleared the cache, repaired the game, and restarted my computer.
Hero. @Caitlinxzz Can you download the packs through Origin? Open your game library, click on the Sims 4 icon (probably the one with the Steam logo on it), select More > Expansion Packs, and click the Download button for any pack you own. Repeat for More > Game Packs and Stuff Packs.
